About the Book

This edition represents a critical approach to the theory of public administration that evolved first in the practice of administration and then in the classrooms of the teachers and students. This book is redesigned primarily for use as a reference cum textbook for a theoretical course in Public Administration though we believe it will also stand by itself as an introduction to the major areas of the subject.

We believe that a study of administration constructed on this framework will be as useful to the student who wishes citizenship training as to the student who wishes preparation for an administrative career. We believe that this, or a similar, approach must guide the teacher if he is to reach effectively the student who has had little administrative experience, and if he is to relate theory meaningfully to practice for the student who has had such experience. In writing this book, we have incurred numerous and heavy debts to our administrative and academic colleagues and to our students. Most of what we have learned through the informal communication channels of our profession must remain unacknowledged.

About the Authors

Dr. Indu Baghel is teaching political science and public administration in the university of Delhi. She visited Portugal for her doctoral work on “Local Administration in Angola during the Portuguese Colonial Rule” under the joint fellowship of the Indian Council of Social Science Research (Ministry of Human Resources Development, Government of India) and University of Delhi. Her special areas of research include governance, citizenship, democracy, corporate ethics and social responsibility of business. 

H.P. Chattopadhyay is a well-known scholar and teacher of political science who taught at several Colleges under Calcutta University, Kolkata. A keen researcher, Chattopadhyay has many books to his credit. His work Ethnic Composition and Crisis in South Asia is one of the widely acclaimed publications. In addition, he has published many research papers and articles in reputed national and international journals and presented papers in national and international seminars and conferences. Presently, he lives a retired life and devotes his time in editing and writing.
